Phase I of the water environment improvement project for the Tau Hu and Ben Nghe canal basin utilized Official Development Assistance (ODA) funds from the Japanese government. The plant construction began in November 2004 and was completed in December 2008.

Package J involves the expansion and capacity upgrade of the Binh Hung wastewater treatment plant, increasing from 141,000 m³/day (Phase 1) to 469,000 m³/day (Phase 2).

The plant’s capacity is divided into three phases:

  • Phase I: 141,000 m³/day (current phase), treating all wastewater from residents in an area of nearly 1,000 hectares, specifically in Districts 1, 3, 5, and 10.

  • Phase II: 469,000 m³/day. The plant will treat all urban wastewater from a basin covering more than 3,000 hectares across 11 districts and counties. This includes central districts such as 1, 3, 5, 6, 7, 8, 10, and 11. Wastewater is collected via a sewer system and brought to the plant for treatment into clean water before discharge into the canals.

  • Phase III: 512,000 m³/day. Improvement of treated wastewater quality to meet the national discharge standard Class A according to TCVN 5945-2005.
